Understand Victoria’s secondary-dwelling pathway
Victoria provides a planning-permit exemption for eligible small second homes that meet defined requirements, including size and siting conditions. A building permit is still required, and other planning overlays or site constraints may affect the proposal.
Rules and project circumstances can change. Confirm the current requirements with the responsible council and appropriately qualified planning, building and design professionals before relying on an exemption.
Assess whether the site really works
- Usable site area after allowing for the existing home and required setbacks
- Access for construction, occupants, parking and future maintenance
- Location of drainage, sewer, utilities, easements and significant vegetation
- Slope, overlooking, private open space and the relationship between dwellings
- Bushfire, flooding, heritage or other overlays and constraints
Model the complete project
The feasibility should include design, approvals, services, site works, access, contingencies, holding costs and realistic rental assumptions—not only the advertised building price.
